Looey's passive ability is Heart of Helium.

Looey is an excellent All-Rounder Toon who can fill both distraction and extraction roles on any team. With low Stealth and a powerful passive ability that increases his Movement Speed per lost Heart, he excels at leading Twisteds around the map. His above-average Skill Check stat also makes him a dependable machine extractor, giving him great utility even when primarily distracting.

His passive ability, Heart of Helium, greatly enhances his distracting capabilities but also increases risk. It grants a 20% speed multiplier for each missing Heart, allowing him to reach higher speeds than even Pebble under certain circumstances. On only one Heart, Looey becomes the fastest Toon in the game and can easily outrun Twisted Pebble and other fast Twisteds with proper trinket support. Even without trinkets, Looey can already out-walk average or slow Twisteds on two Hearts, and nearly every Twisted on one Heart outside of Panic Mode -- with notable exceptions being Twisted Bobette, enraged Twisted Glisten, Twisted Coal during a Blackout, and Twisted Pebble. Be cautious of Twisted Vee, whose Slow debuff can significantly hamper Looey, especially at one Heart; equipping Train Whistle helps neutralize this threat.

For trinket loadouts, the most popular distraction setup pairs Dog Plush (10% extra Walk Speed) with a second trinket tailored to the situation: Speedy Shoes for general speed (walk speed of 24.25 at one Heart), Clown Horn or Ribbon Spool for team-based distracting (walk speed of 25.4 at one Heart -- the only build that can outwalk Twisted Bobette and Twisted Coal in Blackouts), Vanity Mirror for Panic Mode coverage, Train Whistle for Twisted Vee and Ichor Leak floors, Scrapbook if teammates share your Stealth tier, or Cardboard Armor as a safety net against ranged Twisteds like Twisted Goob and Twisted Scraps. Savory Charm is useful for players who opt for one Heart to guarantee out-walking, since it protects against a single fatal mistake from lag or cornering, though its one-time use limits late-game value.

For extraction-focused builds, Magnifying Glass pairs well with Vee's Remote for faster floor progression, Participation Award to maximize Skill Check extraction output, or Train Whistle for uninterrupted extracting on floors with Twisted Finn or Twisted Vee. Looey's solid Extraction Speed makes him effective at completing machines during downtime, especially treadmill-type machines where his movement abilities shine. The Magnifying Glass and Train Whistle combination is particularly strong for long solo runs, as it avoids the risk of being slowed while dealing with dangerous Twisteds on higher floors.

Looey is also an excellent pick for players learning to distract Twisteds using Toons with three-star Movement Speed. His passive ability provides a safety buffer against trickier targets, helping when things go wrong, and upon being healed the player can return to practicing normal-speed distraction. His low Stealth greatly aids in keeping Twisteds' attention, which is invaluable for beginners. However, compared to Goob and other dedicated distractor Toons, Looey carries more risk for more reward -- players should weigh their preferences and comfort level. Some players elect to immediately and voluntarily reduce their Hearts to two or even one for an instant speed boost, but this effectively turns Looey into a Main-type Toon with one ability instead of two. Still, even this method offers unique stat combinations compared to other Toons, so it is not beyond consideration -- just be sure to trust your skill level before committing to this approach. If you elect to maintain three Hearts, Looey still makes a strong backup distractor and can extract during downtime, especially if a healer like Sprout is in your party.

Communication with teammates is critical when playing Looey. Let your party know your preferred Heart total before the run starts, since everyone has their own ideal amount. A healer like Sprout or Cosmo may waste heal Cards worrying about your low HP, or conversely avoid healing you when you actually need it. Looey has a harder time sustaining health than other distractors -- heal Cards are often wasted, half of a Health Kit's value must be sacrificed to retain two-Heart status, and occasionally he takes intentional damage to deal with tough Twisteds. Overall, Looey is a high-risk, high-reward Toon whose speed ceiling and dual-role flexibility make him one of the strongest picks in the game for experienced players.

Appearance

Looey is made entirely out of balloons, with his head and torso being a bright yellow color. He has light lime green and purple mismatched balloon ears, cheeks, and limbs arranged in a deliberate alternating pattern -- the left ear, left leg, right cheek, and right arm are purple, while the right ear, right leg, left cheek, and left arm are green. A yellow balloon tail extends from his back and wags when he is happy. He wears a white cropped turtleneck adorned with a green and purple polka-dot pattern that complements his colorful balloon body. When Looey gets hurt by a Twisted, his head visibly deflates and shrinks; at two Hearts his head is noticeably smaller, and at one Heart it shrinks even further. When healed, his head reinflates back to its normal size. His ears also cartoonishly disconnect from his head as it gets smaller, though this disconnection could potentially be a modeling error. According to New York Comic Con art and his Twisted counterpart, Looey's head is connected to his body through a string and can be disconnected entirely. Skins starting from Creepy Clown have Looey no longer slightly floating in his animations, which is likely an animation correction making his knees properly bend.

Personality

Looey is a jolly, comical Toon who serves as the clown and leader of a three-member Circus Troupe alongside Yatta and Blot. Though he may be a clown, he knows when things must be taken seriously. Despite being a seasoned performer capable of entertaining live audiences, he ironically conceals a shy, nervous side that surfaces most clearly in his extraction lines and dialogues. Even more ironically, Looey appears to suffer from stage fright -- something a performer should not have -- as confirmed in his interaction with Astro, where he admits his discomfort and hopes nobody was watching him finish extracting. As yet another contradiction to his supposed discomfort with socializing, he genuinely enjoys getting along with other Toons and making sure they are happy. Overall, Looey embodies the classic trope of a comical character who masks rough inner workings behind a wall of laughter, joy, and surprises. There are also hints that Looey does not actually want to be the Circus Troupe's leader; when he attempts to recruit Flyte as a fourth member, it is possible he was trying to get Flyte to replace him.
