Flutter is best understood as a distractor survivalist.
Her active ability is Floaty Dash.
Flutter is a decent Distractor Toon with above-average Movement Speed and Stamina, while her low Extraction Speed stats and mobility-based Active Ability further encourage a distraction-focused playstyle. Her main weakness is average Stealth at 3 stars, which can cause issues since most Toons in the game have the same or lower Stealth. With Trinkets like Speedy Shoes and Dog Plush, Flutter can outwalk most Twisteds in the game, save for Twisted Pebble, enraged Twisted Glisten, and a few others — making looping around islands or sprint-tapping viable strategies with Stamina management being the primary concern.
Flutter's Active Ability, Floaty Dash, is highly useful for surviving and escaping dangerous Twisteds. It is particularly effective against Twisted Vee when she applies the Slow debuff, against Twisted Pebble's relentless speed, and for conserving Stamina when running low, given the distance covered and the recovery during the dash. The Ability can also be used to dash away when Panic Mode begins, causing most Twisteds to fall behind even with their speed buff. Since Floaty Dash grants approximately 67.5 Walk Speed and 77.5 Run Speed, it allows her to outwalk and outrun every Twisted for under a second — enough to escape Twisted Pebble or even max-speed Twisted Dyle, though results are not always consistent. Cutting corners during the dash is the best tactic for building distance and breaking line of sight simultaneously. Be mindful of the 45-second cooldown, as over-reliance on the Ability can leave you vulnerable.
For Distraction Trinket setups, Dog Plush is the core pick, boosting walk speed to 19.3. Pair it with Speedy Shoes to reach 20.2 walk speed and outwalk fast Twisteds including the ability to loop Twisted Pebble. Alternatively, Clown Horn or Ribbon Spool pushes run speed to 30.3, outrunning all Twisteds except Pebble during Panic Mode — best used when duo-distracting with another player. Vanity Mirror reaches 35.75 run speed when active, outrunning nearly every Twisted during Panic Mode. Train Whistle completely nullifies the Slow debuff, making Twisted Vee significantly easier to distract. Scrapbook prevents other 3-star Stealth Toons from stealing aggro off you, though only use this combo when most players in your run share 3-star Stealth.
For Extraction Trinket setups, Magnifying Glass is the foundation, taking full advantage of Flutter's 2-star Extraction Speed and Skill Check stats. Pair it with Vee's Remote for quicker floor progression, Participation Award to maximize Skill Check extraction speed (though at the cost of near 1-star Window Size), Thinking Cap to increase Skill Check size if you struggle with timing, or Mime Makeup to avoid attracting Twisteds when missing a Skill Check and to complete Dyle's Floor with ease. Train Whistle also works here to extract without being slowed by Twisted Finn.
To reduce Floaty Dash's cooldown, equip Ghost Snakes In A Can to bring it down to 40 seconds. Adding Sweet Charm on top further reduces it to approximately 36.4 seconds, though the percentage-based reduction yields diminishing returns. Overall, Flutter possesses great skills for distraction with slight potential for survival, even if it comes at the cost of her extraction capabilities.

On her Introduction Card and UGC Items, Flutter is described as a kind, cheerful, and caring Toon, but while some interactions reflect those peppy traits, others reveal she is not as purely joyous as the descriptions suggest. Flutter easily gets frustrated over relatively small things — she is still upset about the many losses she suffered on Vee's Game Show (even complaining directly in front of Vee), she abruptly whines about her troubles in front of Razzle and Dazzle, and she gets upset when Boxten occasionally fails to understand something about her, whether that refers to her silent communication style being unintelligible at times or her emotions being difficult to read deeply. Cosmo and Blot both tell her she is more helpful than she initially comes across as, but she usually does not receive credit for it, even when Toons like Astro compliment her endurance. Despite her tendency toward frustration, Flutter is said to have a good sense of humor and is proficient at making others laugh, whether intentionally or not. Her dynamic with her older brother Flyte is one of care, understanding, and fun — his constant worrying annoys her, but he agrees not to go too far with it, and despite pointing out each other's differences frequently, they love and care deeply for each other.
