Dandy's World Cards Guide
Cards are a mechanic in Dandy's World that give permanent buffs, Items, or Hearts. They occur on every odd-numbered Floor. Players vote on which Cards get played, with the majority vote selecting the Card. 3 random Cards out of 21 options appear each vote cycle, and Cards can only be used once until all 21 have been cycled through.

How Cards Work
Cards appear on every odd-numbered Floor. Players vote on which Card gets played, with the majority vote determining which Card is selected. If a tie occurs, a Card is chosen randomly. Three random Cards from the 21 total options are shown each vote until all have eventually been voted for. Cards can only be used once until players cycle through all 21 options.
Once all Card options have been used (Floor 45, or Floor 47 in Events), the prompt to vote stops appearing and the Elevator simply moves on to the next Floor.
Certain Cards provide the same effect as another with a different name. For example, First Aid and Medical Attention both heal players by a Heart but can still only be used once each. There are 7 effects total that have two Cards attributed to them. This means that 7 effects are singular and can only be chosen once.

Strategies
Cards are very reliant on the types of Toons in your team and the skill level of players. When deciding which Card to pick, choose the one that most benefits the team at that specific point in time.
High priority Cards are extremely useful when selected as soon as possible. Tech Savvy is one of the best Cards to pick first — there is no downside to reduced time spent on Machines. Suppression is similarly strong, as decreased Panic Mode speed for Twisteds helps everyone. Electrician is highly valuable early on to reduce the chance of Floor Events occurring, unless an Eclipse is distracting on the team (she benefits from Blackouts).
Situational Cards depend on team setup. First Aid/Medical Attention are best used when multiple players are on 1 Heart or the majority are on 2 Hearts. Well-Paced/Endurance are strong when no high-priority Cards are available. Rehearsal/Practice are excellent for teams with many Toons that have Active Abilities but useless for Toons without cooldowns.
Low priority Cards are generally niche or only situationally helpful. Spare Change/Penny Pincher provide 45 Tapes each but are only marginally useful early on. Frugal is only helpful early in the run when players lack Tapes. Sparkplug is generally the least helpful Card as its effect is minimal.
TIME'S UP should only be selected early if no players have previously failed Skill Checks. Picking it early provides the entire team with +50 Stamina for the rest of the run, but risks deaths from the difficult Dyle's Floor challenge.
Trivia
When a Card that reduces a Floor Event is chosen before Floor 3, it results in a 4% chance instead of 4.5%.
It is possible to obtain BonBons, Christmas Cookies, and Dandy Easter Eggs through Blind Grab or Lost and Found, even outside their respective Events.
There are currently 7 pairs of Cards that work similarly together: Rehearsal/Practice, First Aid/Medical Attention, Decency/Etiquette, Well-Paced/Endurance, Spare Change/Penny Pincher, Blind Grab/Lost and Found, and Avaricious/Covetous.
TIME'S UP is the only challenge Card in the game. Challenge Cards have a rainbow gradient that moves in the background when voting for them.
Frost Shield and Air Freshener are the only Cards to spawn exclusively during Events. TIME'S UP is the only Card that cannot spawn on Floor 3, instead spawning from Floor 9 onwards.
Despite its description, Tech Savvy doesn't remove exactly 5 seconds of Machine Completion Time — it removes 5 units of completion time. Sparkplug increases a Toon's light radius by 1.15 units.

TIME'S UP can only appear from Floor 9 onwards and must eventually be chosen if players reach high enough floors.
What is the best Card to pick first in Dandy's World?
Tech Savvy is generally considered one of the best early Cards, as it decreases Machine completion time with no downside. Suppression (reducing Twisted Panic Mode speed by 5%) is equally strong. Electrician is also excellent early unless an Eclipse is on the team distracting.
