Appearance

Arthur appears with short brown hair featuring a curled fringe over his right eye and light brown skin. He wears a pair of dull-colored jeans, a bright rainbow-themed waistcoat over a shirt with the sleeves rolled up. He accessorizes with a faint green-striped tie and simple white loafers. He appears to be slightly older in age, as he has gray streaks and wrinkles. Like all human staff at Gardenview, his eyes are hidden.

Role at Gardenview

Arthur was not only credited for designing all the current Toons — giving them to Delilah to physically create — but also ran Dandy's World, the in-game show. In a note to Delilah, he described the show's purpose as teaching the importance of companionship and friendship. He served as director and producer of the show and is implied to have run Gardenview itself as its director.

A loan application dated October 4th, 1984 shows Arthur and Delilah co-signed to fund the likely construction of Gardenview Park and the Educational Center. When the "Malfunction Incident" occurred in 2002, Arthur was questioned by the press but chose to remain silent. A newspaper from June 24, 2002 reported that Gardenview was set to close on June 29 due to allegations and lack of safety regulations.

Notes and Transcripts

Arthur wrote several notes to Delilah preserved as in-game lore items. In one note he confronted Delilah about "something going wrong," insisting she had to have known it was a possibility and questioning why she did not warn anyone. In another, he sent references for Dandy's friends at Delilah's request, expressing trust in her. He also wrote to Delilah about Holiday Toons hiding in corners after Christmas, concerned about their behavior and asking her to check on them.

In the 042 Radio Transcript, Arthur interacted with Dyle (OA-001) when Dyle asked when he would join the show. Arthur stated there were no plans for that to happen and offered to sit down with both Dyle and Delilah to talk. In a CCTV footage, Arthur introduced Pebble to a lonely Dandy with the words "Your joy, is my joy."

Trivia

Arthur and Delilah follow a semi-common trend in mascot horror games where a duo of business partners bring fictional characters to life — one founder designs the characters while the other defictionalizes them — only for a major disaster to end the company.
